My answer June 3rd, 1916:
"Your telegram today.
Settlement Dodwells and their accep-
tahoe by Texas Company depends upon obtaining solicited permit Gover-
nor

Dodwells, whilst naturally eager obtain valuable agency, are
obviously prejudiced seriously by statement: Hongkong Government re-
fuses port and cable facilities any agency in which Sanders Rehders
are concerned

Thus Governor's permit, whilst allowing settlement Dodwells,
would also deny this utterly unjustified statement, which denial so-
licited in previous cables stop.
Everyone here, including Wade Gardner manager Hongkong Bank,
who himself caused Dodwells candidature, says that Government
surely will not forge Reiss upon Texas Company and us and indirectly
presa us accept terms dictated by Reias Sanders".
Your cable June 10th, 1916:

quire Governor Hongkong, they reply they do not wish it and have
broken off negotiations with you
